Governor Blagojevich announces record number of used tire collection opportunities in 2004
SPRINGFIELD—Governor Rod R. Blagojevich announced today the state will team up with various county health departments and local governments to hold a record number of countywide used tire collections in 2004. The increased number of opportunities to collect used tires will help to eliminate environmental and health hazards and recycle and reuse the tires in a variety of products and for fuel.
"Abandoned used tires can hide mosquitoes that help spread diseases such as West Nile Virus, and also pose a fire hazard. That's why it is important to offer even more used tire collections for citizens around the state," Governor Blagojevich said.
In partnership with units of local government, primarily county health departments, the Illinois Environmental Protection Agency has scheduled 32 countywide used tire collections throughout the state this year, beginning this week on April 16 and 17 in Macomb, more than double the number held last year.
"Over the past 14 years, the Illinois EPA has cosponsored 376 countywide collections that have resulted in the proper disposal or recycling of 51,000 tons of used tires, the equivalent of more than four million tires, and we are pleased to be able to offer an increased number of collections this year," said Director Cipriano.
The Illinois EPA has been conducting countywide used tire collections since 1990. Last year there were 15 collections in which nearly 4,000 citizens brought more than 300,000 used tires to the collections. The collections are paid for with funds generated from the tire user fee assessed on retail customers.
Used tires that are collected from these events are converted into tire-derived fuel, which is burned for energy recovery, or they are recycled into various materials including, playground flooring, horse arena flooring, rubber landscape mulch, and crumb rubber for use on athletic fields, running tracks. They are also used in the manufacture of various rubber products for the automotive and home improvement industries.
Counties that wish to host a collection provide the facility, advertising and volunteers for the event while the Illinois EPA provides the used tire removal contractor and funding for all used tire transportation from the collection site to reprocessing facilities.
Under the Environmental Protection Act, the Illinois EPA is authorized to collect for removal up to 1,000 used tires from an individual's property at no cost to the property owner, provided the property owner signs a Consensual Removal Agreement agreeing not to accumulate any more used tires. However, these collections are for individuals only. Businesses that generate used tires, including tire retailers, trucking companies, salvage yards, are not eligible to participate in these collections.

The schedule of counties where collections will be held this year is attached. The specific location and dates of some of the latter events will be announced later.
Citizens are also urged to report abandoned tires or illegal tire-dumping activity through Project TREAD (Tire Reduction Education and Disposal) by calling one of the Agency's regional office contacts listed on the web site.
