Ryan Signs Legislation to Protect Animals from Abusive Conditions, Inhumane Euthanasia

CHICAGO -- Gov. George H. Ryan today signed Senate Bill 629 and House Bill 2391, marking significant reform in the way animals are treated under Illinois law.

"Animal lovers and owners know how important the health and well-being of their pets is," Gov. Ryan said. "These animals are companions and friends and mean as much to us as members of our families. They deserve to be treated with dignity, and count on us to provide them with the utmost care and respect and that is what these bills will do."

SB 629 enforces the Humane Care for Animals Act by providing law enforcement officers and the Department of Agriculture with clear procedures for the removal of animals from abusive conditions. The bill also provides a legal process for animal owners to pursue should they dispute the charges against them.

House Bill 2391 creates the Humane Euthanasia in Animal Shelters Act to require euthanasia agencies and euthanasia technicians to be certified, inspected and regulated by the Department of Professional Regulation at least once every three years.
