Liquor Control Commission April Underage Compliance Report

SPRINGFIELD – In April the Illinois Liquor Control Commission (ILCC) conducted compliance checks around the state and visited 166 businesses licensed to sell liquor.  They cited 31 licensees for violations of liquor control laws.  Eighty-one percent of the licensees visited complied with Illinois liquor laws and refused to serve underage customers.

This report is a result of ongoing undercover and cooperative law enforcement operations conducted by Illinois Liquor Control Commission (ILCC) agents and local law enforcement officials and volunteers from high schools and colleges.  The teams randomly visit liquor stores, restaurants and bars in communities around the state to check for ongoing compliance with state laws mandating that no liquor is sold to minors under the age of 21. ILCC agents also work with local and state law enforcement agents to focus on communities with a high incidence of underage liquor sales.

Alexander and Union – On April 19, 2012, an ILCC Special Agent assisted by the ISP District # 22 conducted an Underage Compliance Check at 20 businesses in Cairo, Olive Branch, McClure, Jonesboro and Anna.  Four of the targeted businesses failed.  The licensees that failed were:

• Fat Boys Bar   808 Commercial, Cairo 
• Cut Mart #4   3811 Sycamore St., Cairo 
• Ouida’s Horseshoe Tavern   19950 East Side Drive, Olive Branch 
• Revlon Tavern   7965 Rte. 146, West Jonesboro 

Boone and Winnebago Counties – On April 19, 2012 the ILCC along with Illinois State Police District 16 conducted alcohol compliance checks in Cherry Valley and Rockton.  Of the 14 licensees checked, four sold to ILCC underage participants.  Those licensees were:

• Backyard Grill & Bar, 201 E State, Cherry Valley
• Salamone’s Restaurant, 103 S Cherry, Cherry Valley
• Sam’s Pizza of Rockton, 130 N Blackhawk, Rockton
• TM Minnigan’s, 104 W Main, Rockton


DeKalb County – On April 26th, 2012 during the 2012 Prom Season initiative the ILCC and Secretary of State Police Officers conducted underage alcohol compliance checks in DeKalb County. Of the 15 licensee’s checked, two sold alcohol to ILCC underage participants. Those licensees were:

• Express Lane Gas and Food Mart, 515 East Comanche, Shabonna
• Countrystop Market, 9S595 Rte. 30, Sugar Grove

Effingham County – On April 25th, 2012 during the 2012 Prom Season initiative the ILCC and the Illinois State Police District # 12 conducted underage alcohol compliance checks in Effingham County. Of the 27 licensee’s checked, six sold alcohol to ILCC underage participants. Those licensees were:

• The Office Pub, 105 E. Jefferson, Effingham
• Downtown Lounge, 102 N. Main, Effingham
• The Hangout Bar & Grill, 1423 E. Fayette, Effingham
• Pizza Hut # 2823, 205 N. Keller, Effingham
• Heffy’s, 107 N. Main, Dietrich
• The Black Top, 409 N. Main, Dieterich

Elmwood Park – On April 10, 2012 the ILCC along with the Elmwood Park Police Department conducted alcohol compliance checks.  Of the 19 licensee’s checked, three sold to ILCC underage participants.  Those licensees were:

• Baciami Café, 18 Conti Parkway, Elmwood Park
• Rock N Shop Convenience Center, 7834 W Belmont, Elmwood Park
• Hunters Restaurant & Lounge, 7232 W Diversey, Elmwood Park

Franklin Park – On April 26, 2012 the ILCC along with Franklin Park Police Department conducted alcohol compliance checks in Franklin Park.  Of the 24 licensees checked, three sold to ILCC underage participants.  Those licensees were:

• Baranowski Bakery & Deli, 9653 W Grand, Franklin Park
• Circle K, 9601 W Grand, Franklin Park
• Sneakers Sports Bar & Grill, 9721 W Grand, Franklin Park

Moultrie County – On April 11th, 2012 during the 2012 Prom Season initiative the ILCC and the ISP # 10 District conducted underage alcohol compliance checks in Moultrie County. There were 19 licensees checked and three licensees sold alcohol to ILCC underage participants. Those licensees were:

• Casey General Store # 1808, 320 S. Hamilton, Sullivan
• Coyote Cabins Restaurant, 16 N. Washington, Sullivan
• Nite Landing, 6 W. Harrison, Sullivan

Shelby County – On April 18th 2012 during the 2012 Prom Season initiative the ILCC and the Illinois State Police District # 10 conducted underage alcohol compliance checks in Shelby County. There were 14 licensees checked and one sold alcohol to ILCC underage participants. That licensee was:

• Third Base Bar, 102 S. Walnut, Strasburg

Winnebago County – On April 16, 2012 the ILCC along with Illinois State Police District 16 conducted alcohol compliance checks in South Beloit and Rockton.  Of the 14 licensees checked, five sold to ILCC underage participants.  Those licensees were:

• The Wheel, 529 Blackhawk Boulevard, South Beloit
• Mustang’s Bar & Grill, 482 Gardner, South Beloit
• Jaks Inc., 723 S Park, Rockton
• Ye Olde Pub, 114 W Main, Rockton
• Rockton Food & Spirits, 121 West Main, Rockton
